Associates in Development Pvt. Ltd. (AiD) is a Pakistan-based development and management consulting company which provides high-quality consulting services in the core areas of 1) Social Sectors, 2) Engineering and Infrastructure, and 3) Environment and Climate Change.

USAID's Economic Recovery and Development Activity (USAID-ERDA) is a five-year (2022-2027) activity designed to expand environmentally sustainable, socially equitable and climate resilient economic opportunities in Khyber Pakhtunkhwa and its Newly Merged Districts (NMDs) by strengthening and modernizing the agriculture sector and promoting on and off farm Micro, Small and Medium Enterprises (MSMEs).

 

Activity Objectives:

USAID-ERDA’s objective is to expand economic opportunities in Khyber Pakhtunkhwa and its NMD’s by strengthening and modernizing the agriculture sector and promoting micro and small enterprises.

  • Sub-Objective 1: Agriculture sector capacity enhanced and modernized through strengthening of agriculture production resources.
  • Sub-Objective 2: Micro, small, and medium businesses promoted by strengthening MSME’s in both farm and non-farm sectors.
  • Sub-Objective 3: Improved business enabling environment through policy reforms and technical assistance to the GoKP.

 

Qualification & Skills Requirement:


Education and Work Experience:

  • University degree in Finance, Economics, Business Administration, International Development, or other relevant social science discipline.
  • Minimum of ten years of experience managing large and complex development assistance (or other large organizational) budgets, including tracking earmarks (line-items), sorting budget data based on formal and ad-hoc information requests, performing routine financial analysis and time-sensitive financial reports.

Knowledge, Skills and Abilities:

  • Profound Knowledge of USAID’s rules and regulations regarding grants and contracts.
  • Experience working on multi-sectoral projects, especially in infrastructure, agriculture development, MSME development and/ or youth workforce development.
  • Experience on the grant procedures for enterprise development within USAID implemented project.
  • Familiarity with the operational and security context of KP and its NMDs.
  • Strong coordination skills with procurement and finance teams.
  • Ability to establish effective relationships with public and private sector stakeholders and communities.
  • Good English communication skills; fluency in Pashto is highly desirable.

Job Summary:

The Finance & Grants Manager will play a pivotal role in overseeing the financial management and grant administration for USAID's Economic Recovery and Development Activity (USAID-ERDA) in Khyber Pakhtunkhwa and its Newly Merged Districts (NMDs). Responsible for ensuring compliance with USAID regulations, the Finance & Grants Manager will manage all aspects of grants, from selection and implementation to monitoring and reporting. The ideal candidate will possess a strong background in finance, grants management, and USAID rules and regulations, along with excellent coordination and communication skills.

Main Responsibilities:

  • Implement program Cost Share Grants Management System in compliance with USAID regulations and ERDA’s Grants Management Manual.
  • Liaise with grantees on grant procedures for enterprise development in selected sectors.
  • Recommend grant types for new interventions in accordance with USAID rules and regulations and ERDA’s approved grants manual.
  • Collaborate with program teams to strengthen businesses in agriculture and SME enterprises through in-kind grants delivery in selected sectors of KP and its NMDs for successful business support.
  • Initiate selection process of grantees from RFA advertising to final award.
  • Liaison with procurement department for solicitation process for in-kind machinery and goods for grantees.
  • Provide periodic reports on grants progress to management and initiate modification/ realignment of grants as required.
  • Ensure compliance of all grants and contracts approvals within the approved thresholds.
  • Conduct on-site audits of implementing partners’ policies and procedures as part of pre-award compliance.
  • Establish and maintain record keeping and reporting for all the grants.
  • Prepare grants approval packages including negotiation memos, grant agreements, in-kind assistance receipts and trench payments etc.
  • Conduct monitoring through follow-up on site visits as part of post-award process.
  • Coordinate and conduct external Grants Evaluation Committee (GEC) meetings.
  • Perform any other task assigned by the supervisor.
